UN Convenes Debate on International Rule of Law PDF Print E-mail

 The United Nations General Assembly convened an interactive thematic debate on Monday, 11 April 2011, to examine how strengthening the rule of law can assist in addressing the key global challenges that the international community is currently facing.

While addressing the delegates, Secretary-General Ban Ki-moon said that one need look no further than todays news headlines to appreciate the importance of the discussion.

Secretary-General Ban also said that respect for the rule of law implies respect for human rights and tolerance of differences in culture and religion. He condemned acts such as the recent burning of a Koran in the United States, and stressed that the rule of law is grounded in respect and mutual understanding, not in the demonization of "the others."

 

"When people deliberately desecrate another’s holy book, they may be exercising their right to freedom of expression but they are also giving voice to hatred and intolerance. I condemn such acts. Rule of law - the very foundations of civilization - is grounded in respect and mutual understanding, not the demonization of 'the others.'"

Offering an international perspective of the rule of law debate, Federal Minister for Foreign Affairs of Austria Michael Spindelegger, said that he had just returned from a trip to the Middle East, where he witnessed people’s yeaning for freedom and dignity, which came through democratic participation, respect for human rights, access to justice, equality before the law and accountability.

"People cry out for reforms that enhance the rule of law. It is necessary that the leaders act responsibly, listen to the voices of their peoples and take leadership in implementing the necessary reforms. However, such reforms cannot be done over night and many countries will require assistance from the international community."

Deputy Permanent Representative of Iran Eshagh Al Habib, speaking on behalf of the Non-Alignment Movement, stressed that the General Assembly should play a leading role in promoting and coordinating efforts in support of international law in securing peace and security, rule of law, economic development, social progress and human rights for all, but the international community must not replace national authorities. Support should only be provided at the request of national authorities.
